Jane Kinney, President

 

   Jane Kinney is a seasoned aerospace professional with over 15 years of experience spanning commercial spaceflight, mission safety, and regulatory compliance. As the former Chief of Staff for Space Missions & Safety at Virgin Galactic, Kinney led initiatives in launch vehicle operations, regulatory compliance, and team satisfaction and retention.   

   Previously, Jane served as Director of Business Operations at the Commercial Spaceflight Federation in Washington, DC, where she shaped industry standards and regulatory frameworks for commercial space operations. Her leadership role involved extensive work with export controls, spaceport regulation, standards development, and industry advocacy. 

   Her foundation in space operations was built as an ISS Mission Control Flight Controller at NASA’s Johnson Space Center in Houston, where she gained hands-on experience with mission operations. Kinney began her aerospace career as a Systems Engineering Co-op at Ball Aerospace in Boulder, Colorado, contributing to various engineering projects while also earning her B.S. in Aeronautical and Astronautical engineering at Purdue University with a minor in English Literature.

   Today, she actively contributes to the advancement of commercial space initiatives through her role as President of ACSP.

Ana Laura Villicaña, Law & Policy Fellow

 

Ana Laura Villicaña is a technology and space law specialist with experience spanning regulatory affairs, public policy, and commercial space governance. She earned her LL.M. in Technology Law and Policy from Georgetown University Law Center and graduated cum laude with a Bachelor of Laws from Universidad San Francisco de Quito in Ecuador. Before joining ACSP, she worked as a Regulatory Affairs and Public Policy Analyst at Niubox Legal Digital, advising technology companies such as AWS, Uber, Meta, and TikTok on regulatory compliance and digital-platform legislation in Latin America. She also externed at Aegis Space Law, where she supported matters involving commercial space operations and export control compliance. Her work sits at the intersection of emerging technologies, space governance, and nuclear innovation, focusing on responsible governance frameworks that enable innovation in the space and technology sectors.

Ana Laura Villicaña is a Volunteer Advisor to the Association of Commercial Space Professionals (ACSP). She previously served as ACSP's Law & Policy Fellow, where she conducted research and analysis on commercial space regulation, telecommunications policy, and nuclear space law.

Her work has focused on commercial space, telecommunications, technology policy, and regulatory affairs. She holds an LL.M. in Technology Law & Policy from Georgetown University Law Center and an LL.B., cum laude, from Universidad San Francisco de Quito.

As a Volunteer Advisor, Ana contributes to ACSP's educational programming, outreach initiatives, and discussions regarding developments in the commercial space industry. She remains committed to advancing understanding of the legal and regulatory frameworks shaping the future of commercial space activities.
