While our previous endeavor illuminated the 'how' of space regulation, this Bootcamp illuminates the 'who' and the 'what' - elements just as pivotal. Targeted at attorneys, students, government affairs professionals, and business developers, this Bootcamp offers an unparalleled opportunity to learn directly from industry experts formerly of renowned entities such as SpaceX, NASA, and FAA. Meet the Speakers

Caryn Schenewerk
Space Law & Policy Consultant | Adjunct Professor of Space Law & Textbook Author | Former SpaceX & Relativity

 

Caryn Schenewerk is a respected leader in the spaceflight industry, expertly navigating its complex regulatory and policy landscape. As President of CS Consulting, she offers guidance on regulatory and policy engagement to clients, supporting economic development across all government levels. Her tenure includes Vice President for Regulatory and Government Affairs at Relativity Space and a significant period at SpaceX as Senior Counsel and Senior Director of Spaceflight Policy.

Caryn's extensive experience with U.S. Government agencies revolves around space launch and recovery operations, with an emphasis on commercial licensing. She has backed NASA contracts for cargo and crew to the International Space Station. Additionally, she represented the Commercial Spaceflight Federation at the UN Committee on the Peaceful Uses of Outer Space.

Before her space industry endeavors, Caryn held roles in the Executive Office of the President and on Capitol Hill, including Counsel, Policy Director, and Deputy Chief of Staff. She remains an esteemed member of the New York and D.C. bars.

 

Steve Shinn
Agency Deputy CFO at NASA - National Aeronautics and Space Administration

Steve Shinn has been pivotal in shaping NASA's financial management. As the Deputy Chief Financial Officer, he oversees the strategic planning, budget analysis, and performance reporting of the agency's $22B annual portfolio, managing over 1,600 staff within the Office of the Chief Financial Officer (OCFO). His role extends to being an Agency liaison, influencing the work of civil servants and contractors.

Before his current role, Shinn's contributions to NASA were diverse, serving as the Deputy CFO for Center Operations from 2019 to 2020, where he impacted the financial strategy at NASA's 10 Centers. As the CFO for NASA’s Goddard Space Flight Center (GSFC) from 2016 to 2019, he managed a $5 billion budget and ensured fiscal health. Prior to federal service, Shinn honed his skills in the industry, working in both for-profit and non-profit organizations across various financial and management disciplines. His last industry role was Group Supervisor for the Space Operations Management Group at Johns Hopkins University Applied Physics. 

Laura Cummings
Space Law & Policy | Regulatory Affairs Counsel, Astroscale U.S. | J.D. Georgetown University Law Center | B.A.s in Astronomy & Int'l Affairs

Laura Cummings is the Regulatory Affairs Counsel for Astroscale U.S.,
leading licensing for the Life Extension (LEX) program. Her advocacy
focuses on regulatory development and spectrum access for in-space
servicing.

Laura is a part of the International Institute of Space Law and
President of the Commercial Smallsat Spectrum Management
Association. Additionally, she serves on the planning committee for
the American Bar Association Committee on Space Law.

Laura brings a unique blend of legal and technical expertise to

facilitate national regulatory advancement and global space policy development. She holds a juris doctor
degree from the Georgetown University Law Center, and graduated magna cum laude from the
University of Colorado with a bachelor’s degrees in Astronomy and International Affairs.

 

Dr. Michael Mineiro
Senior Counsel, Akin, Space Law and Policy Practice

Dr. Michael C. Mineiro is an attorney and public policy expert
specializing in outer space, with over fifteen years of experience in government and the private sector. Michael recently joined Akin, a future-focused global law firm dedicated to excellence, as a Senior Counsel. In his role with Akin, Michael’s practice area is focused on space law and policy, helping his clients navigate the most challenging regulatory and public policy matters.

Prior to joining Akin, Michael was SVP Regulatory and Government Affairs at HawkEye 360, the first commercial company to use formation flying small satellites to create a new class of radio frequency geoanalytics. During his five years with HawkEye, he served on the executive management team and was instrumental in the successful establishment and scaling of its business.

Michael’s prior government service includes as a Staff Director and Counsel to the House of Representatives, Science, Space and Technology Space Subcommittee, in the Executive Office of the President as a Senior Policy Analyst and Liaison to the National Space Council at the White House Office of Science and Technology Policy, as an International Relations Specialist at NOAA’s Environmental Satellite, Data, and Information Service, as an Attorney with NOAA’s Office of General Counsel, and on the U.S. delegation to the U.N. Committee on the Peaceful Uses of Outer Space (UNCOPUOS). Dr. Mineiro holds a Doctor of Civil Law (McGill University, 2011), a Legal Masters in Air and Space Law (McGill University, 2008), Juris Doctor (University of North Carolina, 2005), and a Bachelor of Arts in International Relations (North Carolina State University, 2001), with additional studies undertaken at The Hague Academy of International Law (2010), Beijing Language and Culture University (2005), and the University of Hong Kong (2004).

He is happily married to his wife Sarah and has two children. You will see him occasionally pick up a guitar.
